In the last development update, there was a lot of work included to fix issues with page layouts, reduce inconsistencies, simplify navigation, and improve user flows. This was the first step toward allowing me to add new features such as an App Bar.
Last night I threw together an initial implementation. Which links and corresponding icons would you like to see in this menu? Which pages do you want to have highlighted in this app bar?
Here is the main icon pack that we use in the dapp. You can choose icons from this pack or provide a link to a different icon pack with your choices.

Here is my initial implementation. In order from left to right, I have included Dashboard, Transaction History, Exchange (Aggregator), Invest (Explore), and Invest Pools. I'm not sold on the icon choices though. Also, the current v4.4.0 Milestone will begin to combine the Exchange Aggregator and the Uniswap pages so my thoughts are that the Exchange option will be expanded to be a menu that will include Send, Receive, Buy with Fiat, and Swap.
